Birth date: 11 July 1879.2 It has also been reported that Halley was born about 1876.1
Birth place: Marshall County, West Virginia.1

Halley married Eva Lena Harris, daughter of George W. Harris and Elzina Terrill, on 28 August 1902.1

Halley was a shoe salesman.2

On 12 February 1955 at age 75, Halley died at home (1211 Fourth Street, Moundsville, Marshall County, West Virginia) His cause of death was coronary thrombosis, blockage of a coronary artery.2 He was interred on 15 February 1955 in the Fork Ridge Universalist Church Cemetery, Fork Ridge Road, Glen Easton, Marshall County, West Virginia; his name appears on the gravestone as "Halley W. Harris."2
