Phoebe married Thomas J. Davis, son of Thomas Davis and Sarah (unknown), on 18 January 1898 in Calhoun County, West Virginia. The ceremony was performed by Simon A. Knotts; Thomas was identified as a widower, Phoebe was single.4

Phoebe died at age 47 on 27 February 1915.5,6
