Birth date: 6 May 1890.^2,3,4 William's WWI draft registration card shows his birth as 06 May 1891, believed to simply be an error as his age would have been 26 rather than 27 as reported on the card. Using 1890 as his correct year of birth, his actual ages jive with the reported ages in the 1900 and 1910 federal censuses as well as his draft registrations for both World Wars.¹ The year 1890 is also supported by the Social Security Death Index.⁴

On 6 April 1917, the United States declared war on Germany and officially entered World War I. As a result of the Selective Service Act passed on 18 May 1917, every male living within the United States between the ages of 18 and 45 was required to register for the draft during one of three separate registration periods. The first registration was held 5 June 1917 for men aged 21 to 31. At age 27, William registered in Wheeling, Ohio County, West Virginia, and was described as follows: medium height, medium build, brown eyes, brown hair. He reported a wife and 3 children as dependent on him for support.¹

As of 5 June 1917, when he registered for the draft, William was employed as a mill worker by Whitaker Glessner Co., Wheeling, West Virginia, and was living at 1028 Alley H, Wheeling, West Virginia.¹

The U.S. officially entered World War II on 8 December 1941 following an attack on Pearl Harbor, Hawaii. All men ages 18 to 64 and not already in the military were required to register for the draft during one of six registration periods. The Fourth Registration, often referred to as the "Old Man's Registration," was conducted on 27 April 1942 to register men who were between 45 and 64 years old. At age 51, William registered at Ohio County, West Virginia, and was described as follows: 5' 6" tall, 145 pounds, light complexion, hazel eyes, blonde and gray hair, light complexion.²

As of 27 April 1942, when he registered for the draft, William was employed by Roy O'Shea, Central Union Building, Wheeling, West Virginia, and was living at Stone Church Road, Elm Grove, West Virginia.²

His last known residence per the Social Security Death Index was Elkins, Randolph County, West Virginia.⁶

At age 87, William died in November 1977.⁷
